About This Service

YouTube is the broad-reach channel in a political digital plan. In-stream ads run before and during videos on phones, desktops, and living-room TVs, and Shorts, the home feed, and search results extend that reach further. YouTube on a television reads to the viewer much like streaming TV, and it is a meaningful share of delivery. What makes YouTube different is Google's election-ad policy: targeting is limited to geography, age, gender, and context, and nothing serves until the committee completes Election Ads verification. We run both the buy and the paperwork, and we start the paperwork early enough that it never delays the flight.

Where YouTube Ads Run

YouTube ads run in-stream, before and during videos, across phones, desktop, and television screens. They also run in Shorts, on the home feed, and in search results. For a political campaign the television share matters most: a growing portion of YouTube watch time happens on a living-room TV, where an in-stream ad reads much like a streaming TV spot.

The device is not the buy; the app is. A voter watching YouTube on a smart TV sees your ad because we bought YouTube, and the same holds for every streaming app we place. That distinction decides how a plan is built, and it is the first thing we explain to a campaign that asks where its ads will run.

  • In-stream: skippable and non-skippable placements before and during videos
  • Shorts: short-form vertical placements between clips on mobile
  • Home feed and search: placements beside the content a viewer is already looking for
  • TV screens: in-stream delivery on smart TVs and streaming devices through the YouTube app

What YouTube Can and Cannot Target

Google's election-ad policy limits how a political campaign can target on YouTube, and the limit applies to every advertiser equally. Election ads may be targeted only by geographic location, age, gender, and contextual signals such as placements, topics, and keywords. Voter-file matching, lookalike audiences, and remarketing are all prohibited.

That is a policy, not a capability gap, and it shapes the job each channel does. Streaming TV and display carry the precision: voter-file matched households and segments. YouTube carries reach: every household in the county or district, at low cost, on every screen. A plan that uses both should say which channel is doing which job rather than implying voter-file targeting everywhere.

Verification and State Restrictions

Every political campaign must complete Google Election Ads verification before a single YouTube ad serves. Verification is granted to the committee, not the agency: when we buy on a candidate's behalf, we verify as that candidate's committee. The application runs up to two steps at five business days each, so two weeks is the realistic lead time. Committees without an FEC ID can verify through a state elections registration or an EIN with an IRS letter.

State-level restrictions are real and they are not uniform. Google applies additional rules in California, Idaho, Maryland, Nevada, New Jersey, New York, Virginia, and Washington, layered on top of verification. Nevada's restriction prohibits ads for ballot measures and for candidates in local elections. Being verified does not waive these. They are a separate content gate, and a campaign can be fully verified and still have ads disapproved. We check the restriction before the plan is built, not after the ad is rejected.

Platform disclaimers do not satisfy state law. Google's auto-generated "Paid for by" label sits alongside whatever your state separately requires inside the creative. Both are needed, and we handle both as part of the engagement.

  • Verification: filed in the committee's name, started at kickoff, tracked to approval
  • State restrictions: checked against the race and the state before the buy is planned
  • Disclaimers: platform label plus state-required creative language, both reviewed before launch
  • Account structure: the campaign's billing stays separate from the client's own accounts

Frequently Asked Questions

Can YouTube ads use my voter file?

No. Google policy limits election ads on YouTube to geographic, age, gender, and contextual targeting. Voter-file matching, lookalike audiences, and remarketing are prohibited for every advertiser. If you need voter-file precision, streaming TV and display carry it; YouTube carries broad reach alongside them.

How long before my YouTube ads can run?

Plan on two weeks. Google Election Ads verification runs up to two steps at five business days each, and nothing serves until it is approved. We file it in the committee's name at kickoff so the flight is never waiting on paperwork.

Can a Nevada local or judicial race advertise on YouTube?

Nevada is one of the states where Google applies additional rules, and its restriction prohibits ads for ballot measures and for candidates in local elections. We check the restriction against your race before the plan is built and size the mix around streaming TV and display where YouTube is unavailable.

Does YouTube replace streaming TV?

No. They do different jobs. Streaming TV is bought app by app on named publishers with voter-file household targeting. YouTube reaches every household in the geography at low cost, including on the TV screen, but without the voter file. Most down-ballot plans use both and say which channel is doing which job.

How much does political YouTube advertising cost?

Price is a conversation, not a rate card. A YouTube budget is sized to the geography and the length of the flight, and every campaign gets a written plan before anything runs. Contact us with your district and timeline and we will quote the program.
